Applying for Promotion
Eligibility criteria, how the selection process works, seniority rules, and recourse if passed over.
Check Your Eligibility
To be eligible for promotion, you must: hold a permanent appointment (not temporary or contract), meet the minimum qualifications stipulated in the Scheme of Service for the target post, have a satisfactory performance record, and have completed any required minimum service period in your current grade. All promotions must take merit into account.
Understand the Selection Process
Promotions from Grade 1 to 2 are delegated to Heads of Departments. For higher grades, the Public Service Commission oversees the process. Candidates may be required to attend an interview and/or take a written test. You must produce evidence that you meet the minimum requirements for the post.
Seniority and Merit
Seniority is determined by the date of your current appointment or promotion. Where two officers have the same seniority date, their relative seniority in the previous grade applies. However, seniority alone does not guarantee promotion — merit, qualifications, and performance are all considered.
The Promotion Decision
All appointments and promotions are made in writing in accordance with the Public Service Act and Regulations. You will receive a formal letter of promotion specifying your new grade, salary, and effective date. Your incremental date may change based on the promotion.
If You Are Passed Over
If you believe you were unfairly passed over for promotion, you may petition the Public Service Commission. Your petition must be submitted in writing through your Head of Department. The Commission monitors the exercise of delegated authority to prevent abuses, anomalies, and subjectivity.
