Applying for Training or Study Leave
How to apply for a training course, scholarship, or study leave — including who approves it, the Surety Bond requirement, salary and allowance arrangements, and your obligations during and after training.
Identify a Training Opportunity
Training opportunities may come through your Ministry's annual training plan, through scholarship offers coordinated by the Ministry of Basic and Higher Education, or through direct nomination by your Head of Department. All courses must be approved by PMO and the Office of the President — you cannot enrol in a course independently and expect government sponsorship.

Sign the Surety Bond
Before departing for training, you must enter into a Surety Bond with the Public Service Commission or PMO. This bond covers the full cost of the scholarship, training expenses, and your salary during the period of absence. If you fail to complete the course or do not return to government service for the required period after training, you may be required to repay these costs.
Understand Your Salary and Allowances During Training
You continue to receive your salary and any allowances approved by PMO during the training period. Conditions set by the donor organization (if externally funded) also apply. If married and the training lasts two or more years overseas, you are entitled to passage for your spouse, subject to the terms of the award.
Arrange for Dependents (If Applicable)
If you wish to allocate a portion of your salary to dependents while you are away, you must formally notify the Director of National Treasury with the names and addresses of your dependents and the amount to be allocated.
Complete Training and Return to Service
You must complete the course and return to government service for the period specified in your Surety Bond. Upon return, report to your Head of Department and PMO. Your training and any new qualifications will be recorded in your personnel file and may be considered in future promotion assessments.
