Navigating the Recruitment Process
This scenario walks applicants and recruiting officers through the civil service recruitment process in The Gambia, from advertisement through appointment. It distinguishes between the streamlined process for Grade 1–2 posts (delegated to the Head of Department) and the fuller Public Service Commission process for Grade 3 and above, and explains minimum standards that must be met throughout.
Confirm the Post Exists and Is Funded
Before any recruitment begins, the recruiting department must confirm that: (1) the post is included in the approved Establishment (organogram); (2) funding has been allocated in the current budget; and (3) a Scheme of Service exists for the grade in question, setting out the minimum qualifications, experience, and skills required. No appointment may be made to a post that does not exist on the Establishment or for which funds have not been approved. This is verified through the PS-PMO and the Ministry of Finance.
Identify the Appointing Authority for the Grade
The level of the post determines who holds the appointing authority and which process applies. Grades 1–2 are delegated posts where the Permanent Secretary or Head of Department acts as the appointing authority with a shorter internal process. Grades 3 and above require involvement of the Public Service Commission (PSC), which has a more structured 8-week recruitment timetable. Identifying the correct authority at the outset prevents procedural errors that could invalidate an appointment.
Which grade level does this recruitment apply to?
Apply the Scheme of Service Minimum Qualifications
At every grade level, the Scheme of Service defines the minimum entry qualifications for the post. No candidate who does not meet these minimum qualifications may be appointed, regardless of seniority, recommendation, or other factors. The Scheme of Service is a binding reference document held by the PS-PMO. Recruiting officers must consult it before short-listing. If no current Scheme of Service exists for the post, the department must request one from the PS-PMO before proceeding with recruitment.
Issue the Appointment Letter and Complete Onboarding
Once the appointment is approved by the appropriate authority (HoD for Grade 1–2; PSC for Grade 3+), issue a formal appointment letter to the successful candidate. The letter must state: the post title and grade, the salary scale and starting point, the probationary period (if applicable), the duty station, the reporting date, and any conditions of service. The new officer must acknowledge receipt in writing. The appointing department then opens a personnel file, registers the officer on the payroll, and ensures that the PS-PMO records are updated.
