Requesting a Transfer or Secondment

Civil servants may request a transfer to another department or a secondment to an outside organisation. This guide explains the eligibility conditions, the financial arrangements, and the procedural steps for both types of movement, including important rules about leave and the maximum duration of secondments.

Check Whether You Are Eligible

To be considered for either a transfer or a secondment you must: (1) hold a confirmed (permanent) appointment; (2) be at Grade 6 or above; and (3) have completed at least three years of continuous service in the Civil Service. Officers on probation or contract terms are not eligible for secondment. Transfers may be directed by management at any time in the interests of the service, irrespective of the officer's request.

What type of movement are you requesting?

Returning from Secondment

At least one month before the end of your secondment, write to the Permanent Secretary — PMO to confirm your return date and the post you expect to resume. If no suitable post is immediately available, you may be placed in a temporary holding arrangement but you retain full civil service status and salary. Failure to notify PMO in time may result in administrative delays to your reinstatement and pay.
