Performance Management

The annual performance cycle for Gambian civil servants — performance planning, development plans, the two-part appraisal form, self-appraisal, the formal review meeting, rating outcomes (from commendation to warning letter), incremental consequences, and how appraisals feed into promotion and discipline decisions.

General Orders

The General Orders tie performance to concrete consequences. GO 02111 requires that after confirmation, officer performance and conduct are annually evaluated through performance appraisal instruments submitted to the PS-PMO for appropriate action. GO 02118 allows an outstanding officer to receive more than one increment per year with PSC approval — creating a direct financial reward for exceptional performance. GO 02119 provides longevity increments (10% of basic salary, pensionable) for officers stagnating at their scale top — first after two years, then every five years. GO 02120 states that increments are paid automatically by the Directorate of National Treasury unless notification of deferment is received — meaning the default is that you receive your increment unless active steps are taken to withhold it. GO 12209 requires Heads of Departments to maintain signed attendance registers, with persistently late-arriving officers subject to disciplinary action — linking punctuality directly to the performance framework.

Code of Conduct

Section 4.4 of the Code of Conduct sets out the performance expectations that underpin the appraisal system. Officers must strive to achieve institutional objectives effectively and efficiently (4.4.1), be creative in problem-solving (4.4.2), be punctual (4.4.3), execute duties professionally and competently (4.4.4), avoid conflicting transactions (4.4.5), pursue ongoing training and self-development (4.4.6), and be honest and accountable with public funds and Government property (4.4.7). These principles form the basis against which performance is measured in the annual appraisal cycle.

Personnel Procedures Manual

Chapter 5 of the PPM details the complete performance management system. The two-part appraisal form covers: Part 1 — performance planning and development planning at the start of the calendar year (based on job descriptions and required competencies); Part 2 — the formal review and rating. Reporting Officers complete assessments while employees undergo self-appraisal. Outcomes are: unsatisfactory reports trigger a Warning Letter (first step of discipline under Chapter 9.2); less-than-satisfactory reports require remedial action by the Reporting Officer; exceptional performance earns a letter of commendation and may result in additional increments. All completed forms are retained on the officer's personal file. Officers are entitled to see their appraisal report and provide comments or rebuttal.
