Government Property & Buildings
Rules governing government quarters (allocation, rent, handover, maintenance, damage claims), government buildings (custody, inventory, inspections, alterations), asset management, Board of Survey procedures, and CORA's role in property administration.
Chapter 11 covers both government quarters and buildings. Section I — Quarters: Category IV+ officers posted to a Region are normally allocated a Government quarter; if unavailable, Government may rent or provide a rent allowance (GO 11101). Non-entitled officers occupying a quarter pay 30% of basic salary as rent (GO 11102). Category III and below officers transferring between Banjul and the Regions are entitled to rent-free quarters or a rent allowance (GO 11103). Allocation responsibility: CORA Chairperson in Banjul/Greater Banjul; Regional Governors elsewhere (GO 11104). CORA arranges handover with inventories (GO 11105). Officers must check inventory with a CORA officer and sign — no items removed without permission (GO 11106). Officers are responsible for maintenance, cleanliness, and reporting necessary repairs (GO 11107-11108). CORA collaborates with MOTWCI for half-yearly inspections (GO 11109). No construction or structural alteration without CORA approval — officer bears restoration costs (GO 11110). One month's vacation notice required (GO 11111-11112). Loss or damage beyond fair wear and tear claimed from the officer; disputes decided by MOTWCI PS, whose decision is final (GO 11113). Government accepts no liability for personal property loss in quarters (GO 11116). Section II — Buildings: allocated to specific Ministries by the Secretary General (GO 11202). Each PS/Head of Department ensures proper maintenance (GO 11203). Every Ministry maintains an up-to-date Assets Inventory List (GO 11204). CORA Chairperson arranges annual inspections (GO 11205). Alterations require MOTWCI PS approval and Finance Ministry funding (GO 11210).
