Schemes of Service

The Schemes that define qualifications, experience, duties, promotion criteria, and training requirements for every cadre in the Gambian civil service — how they are structured, where to find them, and the process for periodic review.

General Orders

GO 02103 establishes that the minimum qualifications for any public service post are those stipulated in the applicable Scheme of Service. Chapter 14 defines Schemes of Service in detail. GO 14101 states that Schemes set out qualifications and experience levels for entry and promotion within each Ministry, Department, class, or cadre. They may include: appointment conditions and qualifications, duties and standards expected, in-service training arrangements, promotion criteria, and transfer provisions. GO 14102 states that Schemes exist to provide an effective and efficient Public Service and ensure uniform standards across the service. Approved Schemes are available at the PMO and applicable Ministries, and are open to officer scrutiny — meaning any civil servant has the right to read the Scheme that governs their cadre.

Personnel Procedures Manual

The PPM details how Schemes of Service are reviewed and updated. Most Schemes were introduced in 1988, linked to the 12-grade salary structure. The review process involves: (1) determining whether a formal review is justified, (2) establishing a dedicated review team, (3) planning data collection methodology, (4) collecting background data on the cadre, (5) checking a sample of job descriptions for accuracy, (6) examining and potentially revising entry requirements, (7) examining promotion requirements, (8) examining training requirements, (9) summarising findings and finalising recommendations, and (10) sending the revised Scheme to the PSC for approval. HR sections must consult relevant Schemes when considering recruitment, training, and promotions to ensure consistency and compliance.
