Scholarships, training awards, study leave, induction programmes, the Surety Bond requirement, conditions for overseas training, spouse passage entitlements, conference and attachment allowances, and how training plans feed into the annual budget cycle.
Chapter 6 of the General Orders is the primary training instrument. Section I governs course approval and selection: officers may be required to attend training in any country (GO 06101). Scholarships are for professional, technical, or academic qualifications — not university degrees (GO 06102). Only courses approved by PMO and the Office of the President qualify (GO 06103). Selection: Ministry of Basic & Higher Education's Scholarship Advisory Committees handle scholarships; the PSC in consultation with Head of Department and PS-PMO handles other cases (GO 06104). Section II sets conditions: donor conditions apply (GO 06201); officers continue receiving salary and PS-PMO-approved allowances during overseas training (GO 06202); married officers training 2+ years overseas get spouse passage (GO 06203); salary allocation to dependents must be notified to Treasury (GO 06204); a Surety Bond covering scholarship cost, expenses, and salary is mandatory (GO 06205). Section III covers allowances: conference attendance normally not exceeding 2 months, visits not more than 1 month (GO 06301). Overseas course allowances determined by PS-PMO (GO 06302). Conference allowances at periodically prescribed rates (GO 06303). Category III or below officers attached overseas get salary, pre-departure grant, free return passage, and other allowances (GO 06304). Training exceeding 4 weeks but less than 1 year gets a travel grant or stipend (GO 06305). GO 02108-02109 also require new employees to be familiarised with legal instruments and undergo an intensive induction course.
The PPM addresses training from the institutional planning perspective. Chapter 7 covers the Government's training and development policy (accessible via pmo.gov.gm), training needs analysis, and departmental training plans that serve as both a bid for central budget funds and the basis for the Government training budget. All proposals must be costed: course fees, accommodation, travel, and examination fees. Proposals with external funding from aid agencies are included with funding source indication. Chapter 2 references the induction programme: at least 4 months after appointment, new officers are sent for induction training on Government policies, procedures, and practices, intended to create the 'psychological contract' between the employee and the service.
